With this objective in mind, the visionary Dr. Homi Jehangir Bhabha set up the prestigious BARC Training School, Mumbai in the year 1956 as a center for in-house training of professionals, for developing highly skilled manpower, thus ensuring that the country becomes self-reliant and self-sustaining in the field of Nuclear Science and Technology. To meet the changing needs of DAE, four additional BARC Training Schools have come up at Hyderabad, Indore and Kalpakkam.

Recruitment of Scientific Officers (Scientists and Engineers) is through two major programmes – OCES and DGFS, conducted by the BARC Training Schools and also through the Dr. K.S. Krishnan Research Associateship (KSKRA) programme.

Orientation Course for Engineering Graduates and Science Post Graduates (OCES)

is the flagship program of the BARC Training Schools  for Engineering Graduates and Science Postgraduates.

The Training Program aims to ensure that the Trainee Scientific Officers (TSOs) are provided with the necessary facilities and opportunities to acquire knowledge and develop skills in R&D pertaining to Nuclear Science & Technology. The course comprises foundation, core, advanced and elective courses in several disciplines.

The course work is organized into three Semesters and is completed in one year commencing on 1st August every year. The course work comprises classroom lectures, practical training and project work. Evaluation on a continuous basis is carried out by way of examinations and assignments.

The OCES programme is recognized for the award of Post-Graduate Diploma and as course work for the award of M.Tech./M.Phil./Ph.D. degree of the Homi Bhabha National Institute (HBNI).

More than 7000 officers have graduated from the BARC Training Schools since their inception.

Training Schools

The OCES Programmes are conducted at  BARC Training Schools at the locations listed below  

  1. BARC Training School at Mumbai    
    - Engineering, Design, Development, Operation and Maintenance of Nuclear Reactors.  
    - Research in frontier areas of Basic and Engineering Sciences

  2. BARC Training School at Indira Gandhi Centre for Atomic Research (IGCAR), Kalpakkam
    - R&D and Engineering related to Fast Breeder Reactors

A TSO who scores a minimum of 50% aggregate marks on completion of the Training Program is declared to have passed the course successfully. Successful TSOs will be posted as Scientific Officer ‘C’ in one of the DAE units.

Posting of a successful OCES TSO to a DAE unit is done on the basis of merit at the end of the OCES programme. A small number of successful TSOs may also be posted in the Atomic Energy Regulatory Board (AERB).

Two-year DAE Graduate Fellowship Scheme for Engineering Graduates and Physics Post-Graduates (DGFS)

Many young professionals like to start their careers only after acquiring an advanced degree.  To attract such individuals, DGFS was initiated for inducting engineers at M.Tech./M.Chem.Engg. level in collaboration with  eight IITs viz. Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras,  Roorkee, BHU-Varanasi and also NIT-Rourkela and ICT-Mumbai. The scheme also strengthens the research-education linkage with premier institutes of the country in areas of interest to DAE. The project work is carried out under the supervision of two guides, one from IIT and the other from DAE. The topics for M.Tech./M.Chem.Engg. projects are proposed by the DAE guides keeping in view the requirements of DAE and the M.Tech./M.Chem.Engg. specialization of the concerned DGFS Fellow.

Four-Month Orientation Course for DGFS Fellows (OCDF): Several areas of interest to DAE do not form part of the M.Tech./M.Chem.Engg. curriculum. To provide exposure to such areas, DGFS Fellows undertake a four month Orientation Course (OCDF) at the BARC Training School, Mumbai after successful completion of their M.Tech./M.Chem.Engg. programs. They are then absorbed in DAE as Scientific Officers.

Selection : Under this scheme, Engineering Graduates and Physics Postgraduates who have excelled in the Selection Interviews for the Training School program and who also have secured admission for M.Tech/M.Chem.Engg. in select Institutes and specializations (listed in Table above), are permitted to pursue their M.Tech./M.Chem.Engg. degrees at these Institutes while retaining their employment in DAE.

After successful completion of the one-year course work at the Institute, DGFS Fellows undertake project work, which is assigned and supervised jointly by a DAE and an Institute guide. On successful completion of M.Tech./M.Chem.Engg., they are posted as Scientific Officers in DAE. On joining, they are required to undertake a four-month Orientation Course (OCDF) at the BARC Training School, Mumbai prior to commencing work in their respective workplaces.

The DGFS fellows are enrolled and posted in one of the following units of DAE:
a) BARC, Mumbai
b) RRCAT, Indore
c) IGCAR, Kalpakkam

Posting of a DGFS fellow to a DAE unit is done at the beginning of the M.Tech./M.Chem.Engg. program.  

Stipend and Allowances during Training: OCES TSOs as well as DGFS Fellows are paid a stipend of Rs. 20,000 per month during the period of their Training and a one-time book allowance of Rs.10,000.

Appointment in DAE units shall be as a ‘Group A’ Gazetted Officer of the Government of India except in BHAVINI, NPCIL and UCIL which are governed by the service rules of Corporations. Appointment in all the units shall be as a Scientific Officer (C) in the PAY BAND-III Rs.15,600-39,100 with a Grade Pay of Rs. 5,400. Appointment will be at the beginning of the pay scale with OCES TSOs getting two or three increments depending on their performance during the OCES program and the DGFS Fellows getting three or four increments** depending on their performance in M.Tech./M.Chem.Engg. and four-month Orientation Course for DGFS Fellows (OCDF).

**DGFS Fellows whose performance is below a specified threshold will receive zero increments.

 Selection to OCES/DGFS-2015 is a 2-step process: Screening to short-list candidates followed by Selection Interviews of the short-listed candidates. There is a separate selection process for each of the Eligible disciplines. Screening for Selection Interviewis based on two alternative methods:

(a) Online Test: It will be conducted in all of the eight eligible Engineering disciplines and in the five eligible Science disciplines.
(b) GATE Score:  Candidates will be screened in for Selection Interview on the basis of a valid GATE-2014 or GATE-2015 Score.

The candidates belonging to Physics discipline selected for the BARC Training School at Mumbai will be allotted either Physics or Radiological Safety Engineering as their Training Schemes and those selected for the BARC Training school at IGCAR will be allotted either Reactor Physics or Material Science as their Training Schemes, based on Selection Interview merit and their preferences.

The candidates belonging to Chemistry discipline selected for the BARC Training School at Mumbai will be allotted either Chemistry or Radiological Safety Engineering as their Training Schemes and those selected for the Training school at IGCAR will pursue Nuclear Fuel Cycle Chemistry in the Training School.

## Radiological Safety Engineering (RSE) is not a separate discipline but an additional Training Scheme option for candidates in Physics and Chemistry.

through Dr. K.S. Krishnan Associateship (Post Doctoral Research Associateship) Programme

About 20 researchers are absorbed every year under this scheme. The scheme awards a stipend of Rs.20,000/- + benefits for a maximum period of 2 years. The Associateship is available in broad disciplines of Engineering, Chemical Sciences, Physical Sciences and Bio Sciences.


A: Minimum Educational Qualification and Experience for KSKRA :


For Engineers: Ph.D. degree in Engineering (Those who have submitted thesis for Ph.D. may also apply)
 Master's degree in Engineering (M.Tech./ M.E./M.S.) with a minimum of 2-year R&D experience after obtaining M.Tech./M.E./M.S. degree.


For Scientists: Ph.D. degree in Science (Those who have submitted Ph.D. thesis may also apply).

All candidates must have a First Class at either Masters or Bachelors level. 
All candidates must provide a list of publications in support of their R&D experience.


:Nationality/Age for KSKRA : 

Indian nationals who are not more than 32 years as on 1st January in the year of the application.

The age criterion is relaxable by 5 years for SC/ ST candidates and 3 years for OBC candidates.

The SC/ ST/ OBC certificate should be as per the prescribed format. Physically challenge persons are eligible for age relaxation of 5 years.




The selected candidates would be appointed as KSKRA for an initial period of one year, which is extendable by one more year based on performance during the first year. KSKRAs would be paid a monthly stipend of Rs. 20,000/- + benefits. Those candidates who have submitted their Ph.D. thesis but are yet to receive their Ph.D. degree, if found suitable by the interview committee in view of their expertise and academic record, would be first designated as Research Associate (RA) and paid a stipend of Rs.16,000/- per month. On completion of their Ph.D. and on obtaining a provisional certificate, they would be designated as KSKRAs and paid a stipend of Rs.20,000/- per month. For all other benefits, their date of joining as RA will be treated as the date of joining KSKRA Scheme. In addition to this, an amount Rs.10,000/- per year would be disbursed as Educational Material Allowance. Associates will be provided Hostel accommodation, medical and leave benefits during their Associateship.




Anytime during their second year of Associateship, subject to satisfactory performance as evaluated by the concerned DAE unit, KSKRAs can be appointed as Scientific Officers/ Engineers-D in the Pay Band-3 (PB-3) (Rs.15,600-39,100) plus Grade Pay (GP) Rs.6,600/- with additional increments depending upon the candidate’s qualification, experience and performance. Exceptionally brilliant candidates with excellent track record in advanced technologies and having a Ph.D. may be considered for the post of Scientific Officer/ Engineer-E in PB-3 with a higher Grade Pay of Rs.7,600/-. In addition benefits under Performance Related Incentive Scheme (PRIS) as applicable to the Scientists and Engineers in DAE will also be provided as per entitlement.

Total starting emoluments including Incentives and Allowances at the time of absorption in a Class-A1 city as on 01.01.2009 are more than Rs. 50,000/- for Scientific Officer/Engineer-D and Rs. 54,000/- for Scientific Officer/Engineer-E.
